How to enable Camera and Gallery in Kiosk Mode?

Hello! I’m setting up a fleet of Android tablets for a check-in station. I have the devices locked down, but I can't figure out how to make the installed camera and gallery apps available while in kiosk mode. Every time my main app tries to open the camera, it just hangs.
