Is an Intune license required for Microsoft Entra conditional access integration in Hexnode?

We’re trying to set up Microsoft Entra Conditional Access with Hexnode, but ran into a roadblock. The guide says to create a Partner Connector in Intune, but Intune doesn’t let us do that. Do we need an Intune license for this?
