Yep, once the license limit is reached, new enrollments won’t go through. At that point, you either need to add more licenses or remove existing devices from the console to free up licenses.
If you’re planning to reuse licenses, make sure the devices are properly removed so the system releases them.

Thank you for reaching out. To free up licenses and enroll in new devices, there are two practical paths you can consider here, especially since wiping isn’t an option.
Another method is that if you don’t have any inactive to remove, one option is to purchase additional licenses and then reassign the device to a fresh license. This helps rule out any edge cases where the existing license state may be contributing to the issue.
Please note that Mark as disenrolled immediately removes the device from the console without confirmation from the device. This option should only be used when the device is already reset, lost, or unreachable, as the device may become locked if it later comes online. After the device is removed, the license will be freed instantly, allowing you to proceed with new enrollments.
