Zoom app keeps failing on iPad with “managed but removed by user”Solved

We’re trying to install the Zoom app on an iPad that’s managed through ABM. The app is already added under allowed apps, but the install keeps failing with the message “App is managed but removed by the user.”

What’s confusing is that no one actually removed it manually. The device is supervised and otherwise behaved normally. Has anyone seen this before or knows what usually causes this?

Thank you for reaching out. This usually comes down to app state or licensing rather than the restriction itself. A couple of things to verify:

  • First, check whether Zoom is already present on the device (or was previously installed). You can confirm this by going to Manage > Devices > select the device > Device Summary > Applications and ensuring Application Status is enabled so you can see its current state.
  • Next, make sure there are sufficient VPP licenses available for Zoom. If licenses were added recently, they won’t be picked up until the VPP account is synced.
  • After adding licenses, go to Admin > Apple Business Manager > Apple VPP and perform a manual sync.

Once the licenses sync successfully, the app should install without hitting that error. If you still see issues after this, feel free to follow up with the device status details.
