Is the VPN configuration specific to Samsung devices alone?

Hey, Thanks for reaching out to us.
The VPN can be configured only for Samsung Knox devices.
Also, VPN won’t be configured on a device if it’s not secured with a password. When the VPN policy is associated with a device not secured with a password, a prompt appears to set the password. VPN can then be configured after setting a device password.
