Yes, it is possible to prevent users from disabling GPS by configuring the Restrictions feature within Policies. Enable the options GPS and Force GPS to fetch location available under Restrictions > Basic > Allow Location Settings. Enabling both these options ensures that GPS remains active, and users cannot disable it manually.
