The device has to be purchased directly from Apple or participating Apple authorized resellers on or after 1st March 2011 to be added to DEP. Also, the device should be running iOS 7 or later.
Please confirm if your device meets the specified requirements.

i was trying to enroll some appple devices to DEP portal but i received the error message- NOT-ACCESSIBLE. And the devices meet the above requirements.

Hey, Thanks for reaching out to us.

The possible reason that you are receiving this message is that either the device you are trying to enroll is not DEP-eligible or already enrolled by another organization.
To solve the error:

• Check if the device is eligible to be enrolled in DEP, else it can be enrolled via Apple Configurator.
• Confirm that the device is not enrolled by any other organization.
