I am trying to enroll an iPad using only Apple configurator. We do not use Apple Business at all for this specific batch of devices. I created a blueprint and a profile in configurator, applied it via USB, and the device resets as expected. But when it boots back up, I get a screen asking to continue with partial setup. After I tap that, it completely fails to enroll and throws the error “the configuration for your ipad could not be downloaded”. Has anyone successfully fixed this?

That specific error almost always means the iPad cannot physically reach the hexnode server to download the management profile during the setup assistant phase. It usually boils down to a network problem. Are you pushing a Wifi payload inside that blueprint? The most common fix is to completely remove the Wifi profile from your blueprint, completely factory restore the iPad, and try the enrollment steps again from scratch.
I thought it might be the WiFi payload causing a conflict too. I actually removed the profile, wiped the device, and ran the whole process two more times just to be absolutely sure. It is still giving me the exact same configuration error every single time I reach that partial setup screen.
If you are completely sure the Wifi payload is removed from the blueprint and your local network is not blocking the MDM traffic, the next culprit is usually your software version. My Apple Configurator was actually already on the latest version. However, I just plugged the iPad in to try it again this morning, and it enrolled perfectly on the first try without changing a single thing in the blueprint.
