iOS Quick Start transfer not working on ABM/ADE enrolled iPhonesSolved

I’m replacing an iPhone for a user and wanted to use Quick Start to move data from the old phone to the new one. The new iPhone is assigned through Apple Business Manager/ADE and enrolls into Hexnode during setup.
The Quick Start process appears to begin, but no data actually transfers. There is no error message or completion message; the phone just moves to the next setup step. The two phones also do not discover each other unless they are on the same local Wi-Fi network, even though Wi-Fi and Bluetooth are enabled.
Is there any Hexnode setting that could be blocking iPhone-to-iPhone Quick Start transfer? Also, if we wanted to hide the device-to-device migration screen during setup, where is that configured?

For ADE-enrolled iPhones, Hexnode can control whether the device-to-device migration screen is shown during Setup Assistant.

To skip that screen:

1. Go to Enroll > Apple Business/School Manager > Enrollment Profiles.

2. Edit the enrollment profile assigned to the device.

3. Open Setup Assistant Options.

4. Select Device to Device Migration.

5. Save the profile and apply it to the required ADE devices.

In this section, selecting an item means that the corresponding Setup Assistant screen will be skipped.

However, this setting only hides the migration step. It does not cause Quick Start data transfer to fail. Regular Hexnode MDM policies are applied only after enrollment is completed, so they would not interrupt an active transfer during Setup Assistant.
