I have a mandatory apps policy that includes a few managed Google Play web apps. The policy works for most Android tablets, but two devices are not getting one of the web apps installed automatically.
When I check the policy, the devices seem to appear under the policy targets, but the web app still does not show up on the tablets. One of the devices was removed and enrolled again, so I was also unsure whether the policy target list was still showing the correct association.

If the managed Google Play web app is already added to the mandatory apps policy and the policy is targeted to the correct device or device group, try refreshing the policy association.
Go to:
Policies > select the mandatory apps policy > Manage > Modify > Save.
You do not necessarily need to change any settings. Saving the policy again can refresh the policy-target association and re-push the app deployment command to the affected Android devices.
After saving, verify the association from the device side:
Manage > Devices > select the affected device > Action Shortcut
Check whether the mandatory apps policy shows as successfully associated. Once the association is successful, the managed Google Play web app should install automatically, provided the device is online and able to communicate with Google Play services.
