Android Enterprise devices stuck on enrollment screen due to license limitSolved

We provisioned a batch of new Android Enterprise handsets using the QR code enrollment flow in Hexnode. The devices were set up in the office, appeared as enrolled in the portal, and were assigned to the right users. Some required apps also show as installed from the portal side.

After the phones were sent out, users powered them on and several devices went back to a screen saying to begin the enrollment process. When enrollment is attempted, the device shows a message like “device limit reached, contact your administrator.”

The confusing part is that these are new phones and they still show as enrolled in Hexnode. We had already increased the license count before enrolling this batch, but the portal is now at full capacity. There are no pending disenrollments that I can clear. Why would a phone show as enrolled in the portal but still be blocked by the license limit on the device?

This can happen when the Android Enterprise provisioning flow has not fully completed on the device side, even though a device record already exists in the Hexnode portal.

In this state, Hexnode may show the original device entry as enrolled because it was created during QR code provisioning. However, if the handset returns to the Android setup or enrollment screen later, it may attempt to complete or restart the provisioning transaction. If the portal has reached its license capacity at that point, the device cannot complete enrollment and displays a device limit or license limit error.

A few things to check:

  1. Verify license usage in the portal. If all licenses are consumed, Android enrollment or re-enrollment attempts will be blocked.
  2. Go to Manage > Devices and identify any inactive, decommissioned, duplicate, or unused devices.
  3. For devices that no longer need management, use Actions > Device Control > Disenroll Device.
  4. If a device is already offline or cannot complete disenrollment normally, mark it as disenrolled where appropriate to release the license seat.
  5. Check Reports > Built-in Reports > Device > Disenrollment Pending Devices and clear any pending entries by marking them as disenrolled.
  6. If every enrolled device is actively in use, additional licenses will be required before the affected Android devices can complete setup.

Once a license slot is available, power cycle the affected handset and continue the setup wizard. If it still remains on the enrollment screen, rescan the Android Enterprise QR code and complete all required setup prompts. Required apps may not install correctly until the device finishes enrollment and checks in successfully.
