iOS VPP app install fails with “No available application license” during re-enrollmentSolved

I’m trying to re-enroll a previously managed iPhone and deploy a VPP app to it, but the app install keeps failing. In the action history, the error says: “No available application license was found. Purchase new VPP licenses and try again.”

The device still appears under managed devices in Hexnode. In Apple Business Manager, the app licenses should still be valid since it’s a free app, but Hexnode shows no available licenses. I also noticed some unknown/unassociated license entries and duplicate entries for the same iPhone.

What’s the right way to clear this up and make sure I have enough VPP licenses for new devices?

The error “No available application license was found. Purchase new VPP licenses and try again” indicates that all available Apple VPP licenses for that app have already been assigned.

For free VPP apps, Apple still requires a license count. Even though there is no cost, each device or user assignment consumes one license.

To resolve this:

  1. In Hexnode, go to Apps and filter/search for the VPP app.
  2. Check the total license count, assigned licenses, and available licenses.
  3. If there are unassociated or unknown device associations, revoke those licenses if they are no longer needed.
  4. After freeing up licenses, retry the Install Application action on the iOS device.

Unknown associations usually refer to licenses that were linked to devices previously enrolled or previously associated with the VPP app. Revoking unused associations can make those licenses available again.

Related question: what if Hexnode says the app is installed, but the app is not visible on the iPhone? I checked the device and there is no MDM profile under Settings > General > VPN & Device Management, even though the device still appears in the Hexnode portal.

Hi @ryker,

If the device appears in Hexnode but the MDM profile is not present on the iPhone, the device is no longer actively managed from the device side. In that state, the app inventory shown in the portal may be stale, especially if the device has not checked in for a long time.

Recommended checks:

  1. Open the device details in Hexnode and check the last check-in time.
  2. If the device has not checked in recently and the MDM profile is missing from the iPhone, treat it as a stale enrollment.
  3. If the device was enrolled using Automated Device Enrollment, verify that it is still listed under Admin > Automated Device Enrollment > Devices. A wipe may be required for the device to go through Automated Device Enrollment again during setup.
  4. If the device was not enrolled through Automated Device Enrollment, you can disenroll the device from the Hexnode portal and then enroll it again using an available enrollment method such as SMS or email enrollment.

After re-enrollment, if the app is installed but does not open immediately, restart the iPhone and try launching the app again.
