iPad VPP app install asks for iTunes sign-in after ABM enrollmentSolved

One of our fully managed iPads enrolled through Apple Business Manager is not installing apps pushed from Hexnode. The apps are added through VPP/Apps and Books, but the device still asks the user to sign in with iTunes when the app installation starts.
VPP is active, licenses were purchased in Apple Business Manager, and other ABM-enrolled iPads have not had this issue before. I tried syncing and pushing the app again, but Hexnode does not seem to show the expected VPP license for the app even though the licenses are visible in ABM. What should I check?

This usually happens when the app is not being installed using an available VPP license, or when Hexnode cannot see the licenses from the Apple Business location linked to the VPP token.

Try the following checks:

  1. In Hexnode, go to Admin > Apple VPP and run a VPP sync.
  2. After the sync completes, go to the app list and confirm that the app appears with VPP licenses available.
  3. Deploy the VPP version of the app using either:
    • Manage > Devices > Actions > Install Application, or
    • A policy with the app added under Required Apps.
  4. In Apple Business, confirm that the licenses were assigned to the same Apps and Books location or organizational unit that is connected to Hexnode through the VPP token.
  5. Also confirm that the licenses are for the iOS/iPadOS app, not a macOS version of the app.

If ABM shows licenses but Hexnode does not, the most common cause is that the licenses are assigned to a different ABM location than the one linked with the VPP token in Hexnode.
