To block apps on supervised iPads using Hexnode, you can configure an app blocklist policy:
On supervised iPads, apps added to the blocklist are hidden from the Home Screen and cannot be opened. Native Apple apps are treated as system apps. However, not every system app can be hidden or blocked through MDM.

That explains part of it. I can see some built-in apps, but the Phone app is missing from the blocklist picker. I was hoping to hide it since these iPads are not meant to be used for calling.

The Phone app is not available in the blocklist because Apple restricts certain core system apps from being hidden, disabled, or blocklisted through the MDM framework.
This behavior is enforced at the iPadOS level. MDM vendors, including Hexnode, can only manage app restrictions that Apple exposes through supported MDM controls. As a result, apps such as Phone and Settings are filtered out and cannot be blocked using the standard blocklist policy.
