iPad VPP silent install prompts when Notes or other system apps are added as Required AppsSolved

I’m setting up supervised iPads with Hexnode and trying to use VPP for silent app installation. The apps are free, licenses are assigned, and the password requirement for downloads is turned off. The issue is that the iPads still show a prompt to sign in or allow management whenever the policy is updated.

I noticed this mostly around Apple system apps like Notes, Calendar, Maps, Measure, and Settings. I had added Notes to a Required Apps policy and also tried putting system apps into a Utilities app group for a cleaner Home Screen Layout. Kiosk mode avoids the prompt, but I don’t want to use kiosk just for this. Is there a better way to handle Apple system apps and avoid these install prompts?

Apple system apps such as Notes, Calendar, Maps, and similar built-in apps should not be pushed as Required Apps through a VPP app policy.

These apps are normally pre-installed on iOS/iPadOS devices. If a built-in Apple app is added to a Required Apps policy, the device may treat it like an app installation or management action and show a prompt instead of installing silently.

To avoid the prompt:

1. Remove built-in Apple apps such as Notes from the Required Apps policy.

2. Keep only managed apps that need to be installed through Hexnode/VPP in the Required Apps list.

3. Save and re-apply the policy to the device.

This should stop the sign-in or app management prompt caused by trying to push a system app.

Removing Notes from Required Apps stopped the prompt for me. But now Notes is not present on the test iPad. It looks like it may have been removed earlier. The App Store is disabled by policy, so I can search for Notes but downloading it gives a message that content restrictions are enabled.

If a built-in Apple app like Notes has been removed from the device, it needs to be restored from the App Store. Since App Store access and content settings are controlled by policy, the restrictions must allow the download first.

Check the restriction policy associated with the iPad and make sure the setting under Restrictions > Security and Privacy Settings for Modify Restrictions/Screen Time is enabled. After the updated policy applies successfully to the device, try downloading Notes again from the App Store. Once the app is restored, you can reapply stricter restrictions if needed. Just avoid adding Notes or other Apple system apps back into the Required Apps policy.
