Since you are seeing that error even after temporarily disabling kiosk mode, it points directly to your restriction policies rather than your kiosk app list.
If messaging is disabled in your restrictions, Android will block the action entirely at the device owner level. To resolve this, you just need to adjust the advanced restrictions:
- Open the policy applied to your Android devices.
- Go to Restrictions > Advanced.
- Scroll down to the Allow Account Settings section.
- Enable the SMS setting and also enable the settings under it: Receive messages and Send messages.
- Keep the required system communication packages you already added under Android > Kiosk Lockdown > Background Apps.
- Save the policy and wait for it to refresh on the device.
Once those settings are applied, the native Messages app can send and receive normally. The background packages you added are safe to keep in the kiosk policy because they help Android handle the inter-app communication and media transfer.
