There are a couple of ways to get this done on iOS,

1. Web clips
   Place website shortcuts, with custom icons and labels on the device screen.
   Here’s how you can configure and deploy web clips
2. Safari Bookmarks
   This works in tandem with whitelisting and the bookmarked sites alone would be accessible to the user.
   Check out how to whitelist URLs and have them bookmarked on the devices.

On Android devices, Kiosk mode has to be enabled. You can create a web app for each of the websites and place apps shortcuts on the Kiosk screen.
