I see the option device scan under actions, what is that for? Is it for checking if the device is still in hexnode?

The option ‘scan device’ will initiate the scan on a device to fetch the latest device details and to know whether the policies have been successfully associated. It confirms if the device is reachable by the MDM. The scan can be performed both automatically and manually. Using remote actions, you are performing the scan manually.
