Is it possible to hide the restart and shut down button on the login windows of a Mac?

Yes, it is possible. Please navigate to Policies. You can either create a new policy or choose to edit an already existing one. Navigate to Mac–>Security–>Login Window Preferences. Enable the ‘Hide Restart button’ and the ‘Hide Sleep button’ options. Associate targets and save the policy.
