How can I add VPP apps? I am unable to purchase through the VPP portal, as it directs me to the apple business manager portal.

Hey, Thanks for reaching out to us.
This is because Apple has combined the capabilities of the Device Enrollment Program (DEP) and the Volume Purchase Program (VPP) to a single portal known as Apple Business Manager (ABM). This came into effect on 1st December 2019. This is for simplification of the management of Apps and devices.
