Setting up a newly purchased device, OS never started

Hi All

I am not an IT guru, but I am maintaining my O365, Azure accounts

I have 3 new Samsung PCs and 3 new Tab S8 Ultras that I have not started up

One is mine and 2 are for my employees, we are rarely at the same location

I have Azure AD, O365 accounts for all of use, I am a global Admin

I have an admin@ that is also a global admin

My question is what would be “best practice” is to maintain security

  1. What user should I initially start OS with
    • the Windows devices
    • the Android devices
