I need to prevent the users from installing apps on their Mac. Only the admin users should have the ability to install apps.

Hey, Thanks for posting the query.
Please navigate to the Policies tab. You can either create a new policy or choose to edit an already existing one. Navigate to macOS-> Advanced Restrictions-> App Store and enable the ‘Restrict the app installation to admin users’ option. When the option is enabled, the app installation can be done only by users with admin privileges. Associate targets and save the policy.
