I am wondering if there is a way to remotely enable location history. on an MDM enabled iPad?

Hey, Thanks for posting the query.
Hexnode MDM can fetch the location of devices at periodic time intervals. For this, the device must be connected to the internet and the location services must be enabled.
Please navigate to Policies. You can create a new policy or edit an existing one. Navigate to General Settings–>Location tracking and choose the ‘Location Update Interval’. Note to associate targets and save the policy.
