Is it possible for me to provide an employee access to all phone location tracking without giving them any other access?

Hey, Thanks for reaching out.
You can create a technician and assign him the role of the ‘Reports Manager’. He will have access only to the ‘Reports’ tab and thus can access the report on ‘Location History’ by navigating to Reports->Location Reports.
Kindly use the help link for configuring custom technician roles.
