Yes, it can be. Please navigate to the Policies > Kiosk Lockdown > iOS Kiosk Lockdown > Single App.
Below the ‘Advanced Kiosk Settings’, is the ‘Enable Assistive Touch’ option. Enable the option to turn on the Assistive Touch.
