DEP Profile Status says “empty”

we got the DEP account working. the Serial Numbers and devices show up. I applied the DEP Profile. and under the profile tab it says its associated. But for some reason it won’t actually apply. The Profile Status says “empty”

    Hey, Thanks for reaching out to us.

    Please confirm that you have not enabled the ‘Allow shared devices’ option in the DEP policy. This option is enabled to use shared devices in Apple School Manager deployments.
