Hey, thanks for posting the question.
Of course, you can remotely enable the personal hotspot on iOS devices!
Please go to Manage-> Devices -> Choose the target iOS device -> click on ‘Actions’ -> select ‘Enable personal hotspot’. A pop-up asking for confirmation will emerge. Please click ‘Continue’ for the task to get executed.
PS: The option to disable the hotspot is also listed in Actions.
