U.S.-based facilitators host employer-issued laptops at their residences, allowing overseas workers to operate those devices remotely while appearing to work from within the United States.

The October 13, 2026, enforcement action included searches of more than 40 Texas residences under Operation Lonestar Roundup. Investigators seized approximately 187 devices, including laptops and KVM devices, that authorities say were used in the alleged scheme.

Separately, an indictment charged 14 people in a scheme affecting more than 70 U.S. companies. Two defendants, Michael James Bostelle and Juan Cecilio Pena Carrillo, were arrested. All other named defendants remained at large, while the identities of two additional defendants remained under seal at the time of the announcement.

According to the allegations, U.S.-based facilitators received company-issued laptops, configured the equipment, installed remote-access software, and transferred earnings to DPRK-controlled accounts. The broader scheme generated approximately $3 million in revenue, which authorities believe was sent to sanctioned entities controlled by North Korea.

Affected employers included organizations in healthcare, communications, cyber support, retail, and manufacturing.

The security gap is clear: a genuine, managed laptop can be operated remotely by someone whose employment identity has been misrepresented.

Why a Compliant Corporate Laptop Cannot Prove a Worker’s Identity

Endpoint controls answer important questions: Is the device enrolled? Is encryption enabled? Does it meet security requirements? Are required applications installed?

However, these checks do not independently establish who is operating the device or whether the person’s employment identity is legitimate. Device compliance describes a device’s managed state, not the legitimacy of the employment relationship.

The FBI’s October 13 advisory identifies several indicators associated with these schemes:

Unusual remote-access arrangements: Workers may use remote desktop tools such as AnyDesk, TeamViewer, RustDesk, and Chrome Remote Desktop, as well as remote monitoring and management (RMM) software.

External KVM hardware: Devices such as TinyPilot, PiKVM, and GL.iNet equipment can provide remote control of employer-issued laptops.

Applications unrelated to the job: Installed software may not align with an employee’s stated responsibilities.

Changing identity signals: Investigators may encounter changes to bank accounts, addresses, social profiles, and other identifiers.

Inconsistent verification evidence: Fraudulent identity documents or requests for other people to participate in interviews can undermine conventional hiring checks.

None of these indicators establishes fraud on its own. Legitimate employees also use remote-access software, and specialized roles may require unusual applications or peripherals. The FBI recommends combining indicators rather than relying on a single detection rule. It also warns that overly aggressive screening can produce false positives and harm legitimate applicants.

For enterprises, the priority is to correlate identity, access, and device records throughout the employment lifecycle.

Why Zero Trust Starts with Unified Endpoint Management

Explore how endpoint visibility, device compliance, and conditional access work together to strengthen security.

How Enterprises Can Close the Identity-to-Device Trust Gap

1. Strengthen identity verification during hiring

Use multiple forms of verification and conduct live identity checks appropriate to the role and jurisdiction. Check that the person interviewing, completing onboarding, and accessing corporate resources is consistent with the verified applicant.

Involve HR, IT, security, and hiring managers in reviewing discrepancies. Escalate conflicting evidence for human review instead of automatically rejecting applicants based on names, national origin, location anomalies, or one technical indicator.

2. Investigate remote-access and peripheral activity

Establish a baseline for approved remote-access applications, KVM hardware, and software permitted on corporate laptops. Investigate unexpected remote-control tools or applications unrelated to an employee’s responsibilities.

Correlate technical observations with authorized work arrangements and endpoint inventory. A remote-access application alone does not prove fraudulent employment.

3. Make resource access depend on verified identity and device posture

Apply strong authentication and access policies to employee accounts. Where supported, require devices to meet defined compliance requirements before granting access to corporate resources.

Reassess access when employment status, device ownership, enrollment, or compliance changes. Device posture should complement identity verification, not replace it.

4. Preserve evidence and coordinate investigations

Document identity discrepancies, access events, endpoint inventory, and approved remote-work arrangements. Define how HR, IT, and security teams escalate suspected fraudulent employment.

When an investigation is warranted, preserve relevant records and follow applicable legal, privacy, and incident-response procedures. Restrict or revoke access based on the available evidence and the organization’s response policy.

Where Hexnode UEM Fits in a Laptop-Farm Risk Strategy

Hexnode UEM can support endpoint inventory and device compliance management. Organizations can use these records alongside independent identity-verification procedures when investigating suspected fraudulent employment.

Use device compliance to strengthen access decisions

Hexnode documents integration with Microsoft Entra Conditional Access for supported platforms, including Android, iOS, and macOS 11 or later. Devices must be enrolled and managed, and administrators must configure the required integration and policies.

For supported devices, IT teams can configure compliance requirements involving encryption, password policies, required or blocklisted applications, and other supported checks. Microsoft Entra Conditional Access can use compliance status as a condition for resource access.

When an applicable Conditional Access policy requires a compliant device, a device that fails the configured criteria can be denied access to the protected resource. The outcome depends on the configured policy and supported integration.

Device compliance information alone does not establish the identity of the person operating a device. Investigating suspected laptop-farm arrangements therefore requires correlating compliance records with identity-verification evidence and other relevant security information.

Use device reports to support endpoint reviews

Hexnode UEM provides Enrolled Devices and Non-compliant Devices reports. Available filters vary by report. The Enrolled Devices report supports platform and ownership filters, while the Non-compliant Devices report supports device inactivity, device type, ownership, and device-group filters.

IT teams can use these records to review enrollment status, recorded ownership classifications, and compliance status. For suspected laptop-farm arrangements, correlate managed-device records with employee assignments, authorized work locations, remote-access software, and hiring records. Treat discrepancies as investigation leads rather than proof of wrongdoing.

                            Featured resource

                            Improve Visibility Into Corporate IT Assets

                            Explore how Hexnode UEM supports IT asset inventory, centralized asset management, and software license tracking to help IT teams maintain visibility across managed devices.

                            Download the Datasheet

                            <g id='arrow' transform='translate(-309 -191)' opacity='0'>
                                <rect id='base' width='20' height='20' transform='translate(309 191)' fill='none'/>

                            </g>

Laptop-Farm Fraud Requires Both Identity Assurance and Device Trust

The North Korean IT worker scheme demonstrates how a legitimate corporate laptop can conceal a misrepresented employment identity. Hexnode UEM can support device inventory and compliance-based access controls on supported platforms, while identity verification and investigation processes address questions that device records alone cannot resolve.

The goal is to verify the relationship between the employee, the identity presented, the device used, and the access granted.

Strengthen Your Device Compliance Strategy

Explore how Hexnode UEM supports endpoint inventory and device compliance management.
Start Your Free Trial

How the North Korean IT Worker Scheme Used Laptop Farms to Conceal Worker Locations The…

[13
post-2300","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-identity-abuse","product_category-unified-endpoint-management","tab_group-identity-and-phishing

North Korean IT Worker Scheme: Laptop Farms Exposed

<meta name="description" content="The North Korean IT worker scheme used U.S.-based laptop farms to mask overseas workers.
